Roots Over Roads is a community-informed planning framework for decommissioning Oakland's underutilized 1-980 corridor and reconnecting West Oakland to downtown and Oakland to its waterfront. Organized through three strategies-Mend, Root, and Bloom—it restores the street grid, supports cultural memory and collective ownership, and transforms the corridor into a resilient civic and ecological spine shaped by community priorities.
